The H-1B Training Grant Program is intended to raise the technical skill levels of unemployed, underemployed, and incumbent American workers so they can obtain or upgrade employment in high-growth industries and occupations. These grants were authorized by the American Competitiveness and Workforce Improvement Act of 1998 to provide education, training, and job placement assistance in the industries for which employers are using H-1B visas to hire highly-skilled foreign workers. Over time, these education and training programs will help businesses reduce their use of skilled foreign professionals permitted to work in the U.S. on a temporary basis under the H-1B visa program. The grants represent significant investments in sectors, such as information technology, advanced manufacturing, and health care. These grants also have an emphasis on accelerating the formation of new high-growth businesses and expansion of existing businesses while also creating higher-wage jobs.
